The Bucharest Conference organized by the Foundation for Knowledge-Based Development and the Association of Public Administrators of Romania, under the aegis of the E³-GOV Think Tank, provides a high-level forum for strategic dialogue on contemporary energy challenges. Bringing together decision-makers, experts, and practitioners, the event aims to foster evidence-based debate on energy security, investment strategies, and governance solutions, with a particular focus on Romania’s role within the European and global energy landscape.

Panel 1 – Energy security in today’s geopolitical and economic landscape

This panel examines the evolving concept of energy security in the context of geopolitical tensions, market volatility, and structural economic change. Discussions will focus on supply diversification, strategic reserves, critical infrastructure protection, and the interaction between energy policy, security, and macroeconomic stability at national, European, and global levels.

Panel 2 – Visions and strategic projects for oil, gas and renewable energy

The panel addresses long-term strategic visions and concrete investment projects across the oil, gas, and renewable energy sectors. It will explore how traditional energy resources and low-carbon technologies can be integrated within coherent transition pathways, balancing competitiveness, sustainability, and technological innovation.

Panel 3 – Romania’s role in the new global energy context

This panel analyzes Romania’s positioning within the reconfigured global and European energy architecture. Topics include regional energy security, the Black Sea’s strategic relevance, infrastructure development, and Romania’s potential role as an energy hub, while aligning national interests with European climate and energy objectives.

Panel 4 – Energy-related challenges for local authorities in Romania

Focused on the sub-national level, this panel highlights the practical challenges faced by Romanian local authorities in energy planning and implementation. Discussions will cover regulatory constraints, financing mechanisms, capacity building, and the role of municipalities in energy efficiency, decentralized production, and sustainable local development.
