Assoc. Prof. Dr. Ioan I. Gâf-Deac is a leading Romanian expert in the field of smart community development and digital transformation of public services, with a career that bridges academia, public administration, and strategic consultancy. With over two decades of multidisciplinary experience, Dr. Gâf-Deac has built a reputation for designing and implementing innovative, technology-driven solutions that modernize public governance and promote sustainable urban growth.

Currently a scientific researcher at the Romanian Academy’s National Institute of Economic Research (INCE-CE-MONT), he is also an associate professor specializing in public management, general economics, and service delivery systems. His academic work is complemented by extensive experience in public leadership, including his roles as City Manager of Sector 4 – Bucharest, General Councilor of Bucharest Municipality, and Chairman of multiple strategic commissions within local government. Through these positions, he has overseen complex urban initiatives, coordinated multi-sectoral development strategies, and led the digitalization of public administration structures.

Among his most notable achievements, Dr. Gâf-Deac was the first to conceptualize and operate a fully digitalized and exclusively online local public service in Romania. Under his leadership, Sector 4 pioneered the implementation of smart payment systems for local taxes and fees, facilitated via nationwide self-service networks—setting a precedent for e-Government practices across the country. For this innovation, he was named “Best City Manager in Romania” at the Smart City Industry Awards in 2019.

His professional formation is as rigorous as it is diverse, holding a PhD in Economics and Industrial Engineering, a Master’s in European Administrative Studies, dual Bachelor’s degrees in Law and Economics, and postgraduate certifications in innovation management, project management, and quality auditing. As a prolific scholar, he has authored over 200 academic articles and 22 books covering subjects from micro and macroeconomics to human resources in public administration and nonlinear management based on intangible resources.

Dr. Gâf-Deac’s work is characterized by an integrative vision—where digital innovation, economic resilience, and civic inclusion are foundational to modern governance. He is a committed advocate for sustainable development, local autonomy, and smart urbanism, with a long-standing presence in both national and international professional bodies, including the World Economic Association, World Energy Council, Clinton Foundation, and Romanian Association for Smart City and Mobility.
