Digital Twins in Public Administration: Are Romanian Cities Ready?

The concept of “digital twin” – a virtual replica of a physical asset, process, or system – has emerged as a transformative technology across industries. Its potential to revolutionize public administration, particularly in urban environments, is immense, offering unprecedented opportunities for improved decision-making, enhanced service delivery, and sustainable urban development. As cities globally embrace smart technologies, the question for Romania is pressing: are its cities truly ready to adopt and leverage digital twins?

This article delves into the current landscape of digital transformation in Romanian public administration, analyzing the readiness of its cities for digital twin implementation through the lens of existing infrastructure, digital literacy, policy frameworks, and successful (or nascent) smart city initiatives. We will explore the benefits digital twins could bring, the significant challenges that impede their widespread adoption, and provide a realistic assessment of Romania’s trajectory towards becoming a digitally twinned urban landscape.

The Promise of Digital Twins for Urban Governance

Digital twins offer a dynamic, real-time virtual model of a city’s physical assets and processes, enabling a host of applications that can profoundly impact urban governance:

Improved Decision-Making and Planning: By integrating data from various sources (sensors, IoT devices, administrative databases, citizen input), digital twins provide a comprehensive, real-time overview of urban systems. This allows city officials to monitor events live, identify problems rapidly, and simulate “what-if” scenarios before implementing changes in the physical world. For instance, urban planners can model the impact of new infrastructure projects, assess traffic flow adjustments, or predict the effects of environmental changes, leading to more informed and efficient decisions.

Enhanced Performance and Predictive Maintenance: Digital twins enable continuous monitoring of critical infrastructure – from water pipelines and bridges to public transport networks. This proactive approach facilitates predictive maintenance, allowing cities to anticipate and prevent breakdowns rather than react to them. This not only reduces downtime and service interruptions but also significantly extends the lifespan of assets and optimizes maintenance schedules, leading to substantial cost savings.

Optimized Resource Management: Cities face constant pressure to manage resources efficiently. Digital twins can optimize energy consumption, waste management, and public service delivery by analyzing real-time data and recommending optimal resource allocation. For example, sensors in waste bins can inform dynamic collection routes, reducing fuel consumption and operational costs.

Greater Citizen Engagement and Transparency: A well-implemented digital twin can foster greater transparency by visualizing urban data and processes, making them accessible to citizens. This can facilitate participatory urban planning, allowing residents to understand proposed changes, provide feedback, and even simulate their impact. This enhanced engagement can build trust and lead to more citizen-centric urban development.

Resilience and Disaster Preparedness: Digital twins can simulate the impact of natural disasters or other emergencies, allowing cities to develop more robust response plans and test their effectiveness in a virtual environment. This can significantly improve urban resilience and protect lives and infrastructure.

Romania’s Digital Landscape: A Foundation Under Construction

Romania’s journey towards digital transformation in public administration has been marked by both progress and persistent challenges. While there’s a clear recognition of the importance of digitalization, the pace and depth of adoption vary significantly.

According to the European Commission’s Digital Economy and Society Index (DESI), Romania generally ranks among the lowest in Europe for e-government development and the sophistication of public digital services. This national-level data, however, often masks significant regional disparities. Larger cities, particularly those with proactive local administrations and stronger economic bases, tend to exhibit a higher degree of digital service provision and a greater propensity for innovation.

Romania has made strides in developing its digital connectivity. The National Strategy for the Implementation of 5G, adopted in 2019, aims to meet EU connectivity targets, and there’s a focus on building a national digital connectivity network. The country boasts a relatively developed telecom network in Southeastern Europe and a growing number of data centers (59 as of early 2025), presenting a foundational infrastructure for data-intensive technologies like digital twins. Government initiatives are also underway to develop national digital platforms, such as ghiseul.ro for online payments, which are crucial for a coherent digital ecosystem. The “Government Cloud Platform” is also under development, aiming to provide a hybrid cloud infrastructure for public authorities.

A significant hurdle for digital transformation in Romania is the relatively low level of digital skills among its citizens and, importantly, within public administration. Only 28% of Romanians aged 16 to 74 possess basic digital skills, significantly below the EU average of 54%. This digital divide is even more pronounced in rural areas and among vulnerable groups. For public administration, this translates into a workforce that may lack the necessary competencies to fully utilize and manage advanced digital tools like digital twins. While strategies are in place to improve digital literacy, the progress is slow, and the target for 2030 (50%) still falls short of the current EU average.

The Romanian government has articulated various strategies related to digital transformation, including those for open data, open governance, and innovation in the public sector. The National Artificial Intelligence Strategy for 2024-2027 and the National Program for the digital transformation of local public authorities (#DigiLocal) are examples of policy initiatives aimed at accelerating digital adoption. These frameworks signal a top-down commitment to digitalization, but their effective implementation and translation into tangible local projects remain a critical challenge. The emphasis on developing AI infrastructure and 5G connectivity also lays the groundwork for the data processing and real-time communication capabilities required by digital twins.

Smart City Initiatives: A Precursor to Digital Twins

While comprehensive digital twin deployments are still nascent, Romanian cities have actively engaged in various smart city initiatives, which can be seen as foundational steps. The “Smart City Scan in Romania” report by Vegacomp Consulting, a key reference in the field, indicates a growing number of smart city projects. In 2022, the total number of smart city projects in Romania exceeded 1000.

Cities like Cluj-Napoca, Iași, and Alba Iulia are at the forefront of smart city development. Cluj-Napoca, for example, leads with 63 smart city projects, followed by Iași with 56. These projects often fall under categories such as Smart Mobility, Smart Governance, and Smart Living. Examples include intelligent traffic management systems, public Wi-Fi networks, e-government platforms, and smart street lighting.

However, many of these initiatives are often fragmented and lack interoperability, a crucial prerequisite for a holistic digital twin. They represent individual “smart solutions” rather than a cohesive, interconnected urban digital ecosystem. The challenge lies in integrating these disparate data sources and platforms to create a unified virtual representation of the city.

Despite the clear benefits and the growing number of smart city initiatives, several significant challenges stand in the way of widespread digital twin adoption in Romanian cities:

    1. Data Fragmentation and Silos: Urban data in Romania is often fragmented across different public institutions, departments, and legacy systems. This makes data collection, harmonization, and integration – essential for building a comprehensive digital twin – a formidable task. Lack of interoperability between existing public information systems is a major barrier.
    2. Lack of Standardized Data Governance and Quality: Even when data is available, its quality, consistency, and standardization can be poor. There is a need for robust data governance frameworks, clear protocols for data collection, storage, sharing, and security to ensure the reliability and utility of the digital twin.
    3. Limited Financial Resources and Investment: Implementing a sophisticated digital twin requires significant upfront investment in hardware (sensors, IoT devices), software platforms, and specialized personnel. Many Romanian municipalities, especially smaller ones, have constrained budgets, making such large-scale investments challenging without substantial national or EU funding. While EU programs like Next Generation EU offer opportunities, effective absorption and strategic allocation of these funds are critical.
    4. Inadequate Digital Skills and Expertise: Beyond basic digital literacy, the development and maintenance of digital twins demand highly specialized skills in data science, AI, IoT, geospatial technologies, and urban planning with a digital focus. Romania faces a shortage of ICT specialists and professionals with these specific competencies within the public sector. Training and upskilling existing staff, as well as attracting new talent, are paramount.
    5. Resistance to Change and Bureaucracy: Digital transformation often necessitates a fundamental shift in organizational culture, processes, and mindsets. Traditional bureaucratic structures and a reluctance to deviate from established norms can hinder the adoption of innovative technologies like digital twins. The research on digital transformation challenges in Romanian cities, such as Cluj-Napoca, highlights that challenges rooted in altering established processes and mindsets are often more daunting than purely technical hurdles.
    6. Legal and Regulatory Frameworks: While efforts are being made to modernize legislation, existing legal and regulatory frameworks may not fully support the complexities of data sharing, privacy, and governance required for digital twins. Ensuring compliance with GDPR while enabling data utility is a delicate balance.
    7. Lack of Inter-institutional Collaboration: Digital twins inherently require collaboration across multiple city departments, public agencies, and even private sector entities. A lack of effective inter-institutional communication and cooperation can create bottlenecks and impede integrated data flows.
    8. Cybersecurity Concerns: As digital twins aggregate vast amounts of sensitive urban data, robust cybersecurity measures are crucial to protect against data breaches and cyber-attacks. Ensuring the security of these complex systems adds another layer of complexity and cost.

Assessing Romania’s readiness for digital twin adoption reveals a mixed picture:

Strengths:
Political Will (at national level): The Romanian government has expressed commitment to digital transformation and smart city development, evidenced by various national strategies and programs. Developing Digital Infrastructure: Increasing internet penetration, 5G rollout, and growing data center capacity provide a foundational technological base. Emerging Smart City Initiatives: Many cities are actively pursuing smart city projects, creating a nascent ecosystem for data collection and digital service provision. EU Funding Opportunities: European Union funds offer significant financial support for digital transformation projects.  

Weaknesses:
Low Digital Literacy: A significant gap in digital skills among both citizens and public administration staff. Fragmented Data and Lack of Interoperability: Siloed data systems and absence of standardized data governance. Limited Local Autonomy and Capacity: Many smaller municipalities lack the financial and human resources to initiate and sustain complex digital twin projects. Bureaucratic Inertia and Resistance to Change: Deep-seated administrative cultures that may impede rapid adoption of new technologies. Insufficient Specialized Expertise: Shortage of data scientists, AI specialists, and other technical professionals in the public sector. Lack of Comprehensive National Strategy for Digital Twins: While smart city strategies exist, a specific, detailed national roadmap for digital twin implementation in public administration is still evolving.  
Opportunities:
Leveraging EU Funds: Strategic utilization of available EU funds to invest in digital twin infrastructure, capacity building, and pilot projects. Partnerships with Academia and Private Sector: Collaborating with universities for research and talent development, and with technology companies for expertise and solutions. Focus on Incremental Implementation: Starting with “digital twin lite” approaches for specific urban domains (e.g., traffic, utilities) and gradually expanding. Learning from International Best Practices: Adapting successful digital twin models from other European cities and beyond. Citizen Demand for Better Services: Public pressure for more efficient and transparent public services can drive adoption.  
Threats:
Widening Digital Divide: If digital transformation benefits are not equitably distributed, it could exacerbate existing social inequalities. Cybersecurity Risks: Inadequate cybersecurity measures could lead to significant data breaches and public distrust. Vendor Lock-in and Proprietary Solutions: Over-reliance on proprietary solutions could create long-term dependencies and limit flexibility. Sustainability of Funding: Ensuring continuous funding beyond initial grants for the ongoing maintenance and evolution of digital twins. Brain Drain: Loss of skilled ICT professionals to the private sector or abroad.  

While full-scale, operational city-wide digital twins are rare even in more digitally advanced nations, we can draw insights from reported data and nascent projects.

Smart City Project Statistics (Vegacomp Consulting): The sheer volume of smart city projects (over 1000 by 2022) indicates a willingness to adopt technology. However, the breakdown into verticals like “Smart Mobility” (188 projects in 2020) and “Smart Governance” (130 projects in 2020) suggests a focus on specific functional areas rather than holistic urban modeling. Cities like Alba Iulia, Cluj-Napoca, and Iași have been pioneers in smart city initiatives, often leveraging EU funds for specific projects. The challenge remains to integrate these disparate initiatives into a unified data ecosystem.

Digital Skills Gap (DESI 2024 data): The alarmingly low basic digital skills rate (28% of Romanians) directly impacts the capacity of public administration to absorb and utilize advanced digital tools. This is a fundamental barrier that requires significant investment in education and training programs.

Data Center Growth (2025 data): The presence of 59 data centers, albeit mostly small to medium-sized, provides the physical infrastructure for storing and processing the vast amounts of data required for digital twins. The potential for attracting international investments in this sector is also highlighted, which could further bolster infrastructure.

Cluj-Napoca’s Experience: Research on digital transformation in Cluj-Napoca underscores that the most significant challenges are not technical, but rather related to changing established processes and mindsets. This highlights the human and organizational dimensions of digital twin adoption. The critical role of external resources, like knowledge and advocacy, to compensate for internal deficits is also emphasized, pointing to the need for partnerships.

While specific examples of full-fledged city digital twins in Eastern Europe’s public sector are still limited, projects related to predictive healthcare (e.g., DTRIP4H project for Digital Twins in Healthcare across the EU, which includes partners from the region) and smart infrastructure initiatives are emerging. These highlight a growing interest in data-driven decision-making and the potential for digital twin applications in specific sectors. However, the journey towards comprehensive urban digital twins is a long-term endeavor for the entire region.

For Romanian cities to genuinely embrace digital twins, a multi-pronged approach is required:

    1. Develop a National Digital Twin Strategy: This strategy should define clear objectives, a roadmap for implementation, standards for data collection and interoperability, and a framework for funding and capacity building. It should be aligned with national digital transformation goals and integrate existing smart city initiatives
    2. Invest in Digital Skills and Capacity Building: Prioritize programs to enhance digital literacy across the population and, crucially, to train public administration staff in data analytics, IoT, AI, and digital twin technologies. Partnerships with universities and vocational schools are vital.
    3. Establish Robust Data Governance Frameworks: Implement clear policies and technical standards for data collection, storage, sharing, security, and privacy. Promote the creation of open data platforms to foster innovation and transparency.
    4. Foster Inter-institutional Collaboration: Break down departmental silos within city administrations and promote collaboration between local authorities, central government, private sector, and academia. Create platforms for knowledge exchange and joint project development.
    5. Pilot Projects and Incremental Rollout: Start with well-defined pilot projects in specific urban domains (e.g., smart parking, energy management, waste optimization) to demonstrate the value of digital twins and gain experience before scaling up. This “digital twin lite” approach can build confidence and generate early successes.
    6. Secure and Strategically Utilize Funding: Actively seek and effectively manage national and EU funding for digital twin initiatives. Explore public-private partnerships to leverage private sector investment and expertise.
    7. Promote a Culture of Innovation and Adaptability: Encourage experimentation, learning from failures, and a willingness to embrace new technologies within public administration. Leadership commitment to digital transformation is crucial.
    8. Focus on Citizen-Centric Design: Ensure that digital twin initiatives are designed with the needs and benefits of citizens at their core. Involve citizens in the development and feedback processes to foster adoption and trust.

Conclusion

Romanian cities are at a pivotal juncture in their digital transformation journey. While the concept of digital twins offers a compelling vision for more efficient, sustainable, and citizen-centric urban management, the readiness of Romanian cities for their widespread adoption is still a work in åprogress.

Existing digital infrastructure provides a promising foundation, and the proliferation of smart city initiatives demonstrates a growing appetite for technological solutions. However, significant hurdles remain, particularly concerning digital literacy, data fragmentation, financial constraints, and organizational resistance to change.

To truly become “digital twin ready,” Romanian cities need a concerted and coordinated effort. This requires a strong national strategy, substantial investment in human capital and data infrastructure, a commitment to interoperability and data governance, and a proactive approach to fostering collaboration and innovation. While the journey will undoubtedly be challenging, the potential rewards – more resilient, sustainable, and livable cities for all Romanian citizens – make it an endeavor well worth pursuing. The future of urban governance in Romania hinges on its ability to bridge the gap between digital ambition and concrete implementation, transforming fragmented smart solutions into cohesive and intelligent digital twins.
